Rafique Rather led JKTF delegation calls upon Secretary Education

Srinagar, March 26 ( RNA): A delegation of JK Teachers Forum led by its Chairman Mohd Rafique Rather and comprising of Sanjay Sharma, Zahid Iqbal and Bishan Singh jamwal, today called on Secretary Education Shri B.K.Singh, in his office chamber at Civil Secretariat Jammu and highlighted some of the serious issues which are long pending and badly hamper the working of teaching community of Jammu and Kashmir.
In a statement to RNA, forum spokesman said that Rafique Rather raised the issue of Conversion of left out RRETs to Teachers Grade2 and grade3 and pleaded the case forcefully requesting the chair to release salary of those teachers who have not been paid their dues for last two years.He said that services of all those who's salary is kept on hold have already been regularised on the clearance certificate issued by different agencies of jk Police and there is no point in keeping on hold their legitimate salaries on the pretext of new verification Rafique Rather urged worthy Secretary education to look in to this human issue personally because these teachers are left to starvation for want of salary inspite of the fact that they perform their duties on regular basis.
Transfer policy in favour of RRets was also highlighted before the chair.
Posting of headteachers on vacant posts and promotion of teachers as masters and lecturers was pleaded as well.
Rafique Rather appraised worthy Secretary education about the long pending grave issue of regularisation of incharge officers of the department and urged for their regularisation at an earliest.
issue of empanelled Rets also came up in discussion and delegation requested for issuance of orders in their favour.
Inclusion of 16years of service rendered by erstwhile Migrant teachers in their service record was also highlighted.
Regularisation of CPWs was also urged as per the quota already fixed by the government.
Chairman highlighted the issue of 65 officials (63Lecturers and 2CEOs) of education department working in Union Territory of Ladakh for last four years and urged for their transfer to jammu and kashmir.
Delegation thanked Secretary education for elevating 1700 lecturers as senior lecturers which he called a historic decision at the same time requested for Assured career progression(ACP) in favour of plus two lecturers.
Delegation highlighted the need of filling up of vacancies of all cadres in the department and urged for transfer of all those officers working at a same place for more then three years.
Rather also congratulated worthy secretary education and his team for initiation of a transparent Annual Transfer Drive(ATD) and expressed hope that the process will be completed soon.
Worthy Secretary responded sympathetically to all issues raised by the delegation.He said that transfer policy in favour of RRets is under consideration and a comprehensive transfer policy will be announced soon.
About the issue of teachers who's salary is with held on account of various reasons,worthy secretary assured delegation of sympathetic and favourable consideration of all such issues and added that all issues highlighted in the memorandum are in active consideration of the department and will be addressed in phased manner.
Delegation thanked worthy secretary education for patient hearing and assured support and cooperation in the implementation of new programmes and policies for the betterment of Education system.
The delegation also met with Additional Secretary Education Naseer Ahmad Wani and appraised him of all the demands highlighted in the memorandum and expressed hope that he will look in to all these issues for redressal.Worthy Additional Secretary assured the delegation of redressal of all issues highlighted by the delegation and sought support and cooperation from teaching community for the betterment of the system.
