Retired Chief Engineer accused of issuing transfer orders even after demitting office

Issues transfer and retention order in succession on last day of service


Srinagar, June 04 (RNA): In a bizarre state of administrative misuse, a retired Chief Engineer is allegedly continuing to issue transfer orders even after a week of his retirement. The former Chief Engineer Irrigation and Flood Control Kashmir is said to have also issued many transfer orders on his last day in office on 29th of May and continues to do so even after albeit with ‘back dates’ . Ironically the officer issued a transfer order of two Senior Assistants in I&FC divisions of Kupwara and Sopore vide Number 41-E of 2020 dated 29-05-2020 on his last day in office. However on the same day another order vide Number 3216-19 dated 29-05-2020 was issued for the retention of one of the Senior Assistants on ‘health grounds’. One fails to understand how was the order first issued if the official had any health concern and how the Chief Engineer came to know in just a couple of hours that she had a health complication. Sources in the department said that both the Senior Assistants were now in the same division with just a single available post.
They also questioned the intent behind retaining only one senior assistant and not cancelling the entire order involving the two officials who were supposed to swap their place of postings. If sources are to believed the transfer order was issued on 29th of May but the retention order was issued days after when the Chief Engineer had already retired. They said some numbers in the dispatch register have been kept available to adjust the orders which the officer is now issuing away from office. Employees of the department have appealed Divisional commissioner Kashmir and Secretary I&FC for immediate intervention. RNA
