Teachers deprived of Child Allowances, Salary in Wagoora Zone of B'la

Treasury and Zonal Officials put blame for delay on eachother

Baramulla, Jan 11 ( RNA): A Tussle between Treasury officer and Zonal Education Office Wagoora is costing teachers and other employees of the Wagoora Zone in Baramulla darely as nearly three hundred teachers are awaiting Child Allowances from last three months even as the Chief Education Officer has reportedly released allotment in October for the same. This is not the only problem teaching community is facing in Wagoora Zone -where a treasury officer was recently suspended for his alleged involvement in financial bungling in Kreeri treasury- , they have not even receieved their monthly December salary as yet, puting them into immense hardship.
Many teachers told RNA that they have not been able to clear the fee dues of their wards due to non- availability of Child Allowances and Salary which has badly affected the studies of their children as School authorities have refused to issue books for new classes. They alleged that the bills of the allowances have been shuffling between Treasury office Kreeri and ZEO Office Wagoora from last one month and nobody has a clue why they are being not cleared.
A zone official told RNA that the treasury office has sent the bills back multiple times for one reason or the other creating confusion and chaos.
" If there was any problem with the bill, they should have identified that right at the first time he sent it back. They are picking new loop holes every time we send the bills to them which is delaying the release." the officials at Zone told RNA wishing not to be identified.
Meanwhile some teachers told RNA that the treasury officer has actually been given additional charge of Kreeri Treasury and he is allegedly traveling only once in a week to Kreeri, but they alleged that even that day also , he is not able to do his work and keeps on delaying the process. They have appealed DG treasuries and Deputy Commissioner Barmulla to order an enquiry into the conduct of both Zonal Office Wagoora officials and Treasury Officer Kreeri for puting teachers into unnecessary hardships.
The Treasury Officer Peer Mohammad Syeed did not respond to multiple calls from RNA, a senior official in the treasury however, blamed Zone officials for the delay and said they were reluctant to remove discrepancies flagged by the treasury auditor.
" There are many discrepancies in the allowances bills that pertain to Bonafied certificates, Date of Birth of the children and school registration. Everytime the auditor flags the discrepancies, the zone office comes up with the same problems while rectifying only a few and that is causing delay in clearing the bills." an offical of the treasury told RNA on the condition of the anonymity. Regarding the delay in the release of Dec. Salary , the official said that due to snowfall, treasury officer was not able to attend treasury on Friday and Saturday .
In the meantime, the Chief Education Officer Baramulla Mr. G. M Lone told RNA that he will look into the issue.
