Several Posts reserved for Class 4th appointees go "missing" from records in FDI Tangmarg

Official attached, Xen asked to submit detailed report


Srinagar, Jan 11 ( RNA): Several posts reserved by General Administration Department for 2006 Class fourth applicants in Baramulla district, are missing from records in FDI division Tangmarg leaving many appointees in lurch for want of posting.
The selection list for the same was released last month following which the posting of the appointees was done by the Deputy Commissioner Baramulla on the basis of the vaccencies already reserved in various departments by the GAD. RNA has learnt from sources that FDI as per their earlier information submitted to DC office Baramulla had 12 posts reserved for the same but surprisingly, when the appointees were posted there by the Superinteding Engineering Hydraulic Circle Sopore, only seven posts were available leaving five appointees in lurch. Sources told RNA that despite repeated reminders by SE, the concerned Executive Engineer continued to evade a direct reply possibly to shield the concerned Clark, forcing SE to conduct an adminstrative inspection. RNA has learnt from sources that it was during this inspection ,that "cat came out of the bag" and it was revealed that five substentiative posts reserved for Class Fourth had actually been already filled by the division "illegally" for " SRO appointments " which according to rules was a " gross violation" of rules. The sources alleged that Corruption angle is being also looked at as the higher ups suspect that the concerned Clark in connivance with his officers might have indulged in malpractices to do away with the rules.
The SE, according to sources has attached the concerned Clark with immediate effect and has also directed Executive Engineer to submit a detailed report for the onward submission to higher authorities.
Pertinently the said official along with another colleague have been retained by the Executive Engineer "illegally" in the division despite their transfer orders issued by SE after seeking approval from Chief Engineer. Both are said to have a stay of nearly a decade in the division.
Executive Engineer had told RNA a few days back that one among the two was an asset for the division and insisted that " division" was heavily relied on the said Clark. The Chief Engineer Irrigation and Flood Control Kashmir had however, told RNA that the transfer orders would be implemented without any excuse, but despite that, the employees allege that the duo continues to get preferential treatment by the Executive Engineer .
Meanwhile Deputy Commissioner Baramulla Dr. G. N Itoo told RNA that all appointees referred to SE Hydraulic Sopore stand adjusted , but added that he will seek a report on the complainant. RNA
